Development Permitting
Soil Erosion and Sedimentation Control / Land Disturbance
Jefferson and Talmo’s soil erosion ordinance is contained within the Land Use Management Code (see Article 13). The Department of Planning and Development is a local issuing authority. Review of soil erosion and sedimentation control plans is undertaken by the Natural Resources Conservation Service, Oconee River Soil and Water Conservation District, in Winder, but plans are submitted to the Department of Planning and Development and then routed to the district. Unless exempt, a separate land disturbance permit application is required (see forms and permits).
Flood Plain Management
The flood damage prevention ordinance for Jefferson and Talmo is contained within the Land Use Management Code (see Articles 14A and 14B, respectively). Flood insurance rate maps can be viewed online at the Federal Emergency Management Agency (FEMA) Map Service Center; or, contact the Department to view a hard copy of flood insurance rate maps.
